Girls 15th birthday party?!?

My birthday has always been a friends only type of event and family was never thought of. This year, for me, it's not a big age difference from fourteen to fifteen and I thought that I would make it different... the problem is that my mom isn't willing to spend that much because of the economy and to top it most of my family lives about an hour and a half away so instead of asking them to come to me I thought it would be easier to go to them but since we would be spending money on gas that cuts in to my money to be spent on my party and besides a family event I have no idea what to do for my party?! is there any ideas?! oh and I have about 500 dollars as a budget so it can't be anything to much and there would be about 25 people attending thanks for all the help(:
